Never never never use concrete footings in Vermont! As the ground freezes and thaws, the footings will rise up out of the ground like the undead, ruining your deck. It will only take about 4 years to see the first effects, and 6 years to completely ruin your deck. Do not ever do this. Pretend you are making a Pontoon deck out over water. Make the deck heavy enough to not move about on the ground, or attach it to privacy walls if you're working in a small area like a townhouse, and just make nice flat, level feet for it - make them out of concrete if you like. But never make deep masonry footings for decks in Vermont or you will regret it.
